Quick question,
I have a 1995 RVF, When you activate the ignition to start the moto are the headlights on or off before you start? For some reason I remember them being off until the engine fires.
I only ask as I am trouble shooting a no start problem and everything works, but when I hit the start button nothing. All externals work but I do not hear a click at the starter solenoid when I depress the button. I believe it is a starter relay problem however I noticed that the headlights did not come on when I turned ignition on and forgot if the do or do not or if I have another issue to resolve. The bike sat for about a month while I was on travel. Battery is good as I disconnected and it sat on battery tender and shows 12.9V. Horn, Dash lights, Turn Signals, Brake lights etc all work. Fuses all good and yes LOL, I have it in "Run" position. I thought originally I had a brain fart and forgot that but not the case, unfortunately.

You are correct, your RVF should have headlights ON when ignition switch is in On position. Headlights should go OFF while starter button is pressed. First check the starter switch, it is actually two switches, one controls the headlights and the other the starter relay.
