Throttle position sensor.

Does anyone know what the readings should be off a throttle position sensor when using a ohm meter. The readings I have taken are .89 to 4.92 on the lower to middle pin and 5.01 to .92 on the upper to middle pin. The readings all change smoothly and consistantly.
The problem we are trying to solve is that the engine is reluctant to pick up from tickover to around 2,000rpm, it hesitates but if you open the throttle a bit more the engine burts into life up to 3,000rpm. This makes pulling away in slow traffic a real pain, once it gets above 2,000rpm it pulls all the way to flat out, (120mph on the Isle of Man recently I am told).
Before anyone says they are all like this, they are not, we run two NC29's, both 1990 and the other one is a real gem. It will happily pull smoothly from just off tickover to where ever you want it to.
Any help, advice or suggestions would be welcome as this problem puts a bit of a damper on the overall enjoyment of these superb little bikes.

You can find about TPS resistance at 05-06 page of Haynes Manual.

Are this bike was rebuild for track purpose - camshaft, jet\needles and etc ?
