Restricting an NC30

Hey all, new here!

I'm sure this thread has popped up a few times but thought I'd ask as I like to ask maaaaany questions! Anyway, I've passed my mod 2 yesterday (wahoo!) and I've had a VFR400 sat in my garage for the last 9 months or so! I bought it with the intention of passing around last winter, but due to a job at uni I never came home for long enough and so left it until I came home for summer!

Anyway I'm just getting it MOT ready and taxed etc, but I'll also need to get it restricted as I'm only 20. I've heard that the certificate and "official fitting" is a load of bollocks and the certificate isn't worth the paper its printed on (or so I've heard), and the best thing to do would be get something fitted and then have it dyno'd.

I've also found out there are two ways; one where there's a washer on each carb between the carb rubber and engine (I'm a mechanical newbie, but I'm desperate to learn more!) or another where you can put some sort of pin in the throttle.

I've heard washers in the carbs can cause a few fueling/air intake problems (plus they're harder to put in/take out) and that people generally prefer the throttle pin. I don't fancy paying £100 - £200 for a piece of paper and some bloke to spend 5 minutes doing something I could probably do myself with instructions.

So yeah; any help on how to restrict an NC30 welcome, also - will it badly effect the bike much? I don't need it to be quick as lightning, just fast enough to make me smile (I drive a Ford Ka - this should be easy!).

the restriction will end after 2 years....not when you are 21.

as discussed over at 125ccsportsbikes. the washers aint gonna make it run like it has 2 spark plug caps off..
