More likely, the bikes were built in small batches according to market dealer demand using a common prefix number [20----. 21-----] with the numbers running sequentially for all markets.
The importers would have a record of the frame number when the bike arrived.
I read in 1992 that 250 RL and 131 RN [RM?] were sold in 190 and 1991.

The frame No on mine was.200000-- and engine No was 21000--.
and the bike was registerd 4-4-90.

99% OF THE TIME THE ENGINE AND FRAME NUMBERS WERE +2 OF EACH OTHER.
I HAVE SEEN A GENUINE UK BIKE THAT WAS 10 NUMBERS OUT...... HOPE THIS HELPS

My UK bike is 4 numbers out!
