Nc31 kmh to mph converter

Hi, I have just built a ncs1 which was stood in a garden for 10 years, it's now passed it's mot, I had to buy a kmh to mph converter as it was restricted but rather than slow the speedo down it has increased it, its doing 180 kmh, is it just a faulty converter, the package says top converter?
