My first thoughts would be to check the floats in bottom of carb and the height etc make sure they all move freely etc.

The floats have a similar effect to what you have in the top of a toilet and controls the amount of water in the basin, so it seems as if a mechanism may be faulty?

Bit of a long shot but could the jets be too large and harshly fouling the plugs?

Good luck.

You need to see if you have a spark off the plugs by removing one of the leads and turning the bike over. If there's a spark then next you need to check if fuel is getting to the carbs. So you need a bottle or jar to catch fuel in. remove the fuel pipe from the carbs and put it in the jar , turn on ignition and spin it over and see if you have fuel coming through. it could be the fuel filter is completely blocked as they are notoriously neglected, when I bought my NC29 the filter was fully blocked with rust, how it ran i don't know, maybe the same problem as yours, keep updating on problem
