I can't really tell from your photos where you are going wrong, but would think that the spacers are in wrong. I don't have a photo of the front that can help, but maybe a parts diagram would be of some use:

From the diagram you should be able to see which side the spindle goes through and which spacer is which. Using what sa.racing wrote the shorter spacer is item 5 on the diagram which should match with the size of the larger bit of the spindle when it is in. This should spacer should be between the left fork leg and the wheel. The other spacer is item 4.
Be sure that the spacers are the correct way round on the spindle. This should be obvious but the larger side should be against the wheel if I remember correctly, or you can normally tell by one side being cleaner then the other as this side is set in the recess of the wheel and not exposed to the elements.
Don't worry about items 6, 14, and 15 these will still be in your wheel. Item 6 is the internal wheel spindle, 14 is the wheel bearing (one either side holding 6 in place) and 15 are the dust seals for the bearings (again one each side).

I found the problem!!!
The tyre shop have put the tyre on the wrong way around!!
the whell now fits!!
is this ok or should i get the wheel turned around?

If you turned the wheel around , the arrow on the tire should point forward . If not , it should be refitted so that the arrow points forward .NYKIE wrote:I found the problem!!!

The tyre arrow faces forward and the wheel arrow faces backwords!
