NC23 Frame number

Hi all, new to this forum. Bit of background on me, I own an 89 VFR400 NC30, 99 GSXR600 and recently bought an ex-track bike cbr400 NC23.

Problem is the previous owner never applied for a v5c for the NC23 when purchased (apparently was a road bike when he purchased) so therefore he did not know the reg number.

Ive tried the usual VIN check websites but they are all needing a 17 digit VIN number to cross reference with Reg, but my bike only has an 11 digit frame number.

Does anyone have an idea what route i need to take to get a v5c for this bike as i would like to put it back on the road.
