You rarely see them painted...and I suppose that was to be sure they work more efficiently..which is the point ;-)

Lower rads for 30/35 are painted black.... uppers are left in the natural state. No idea why they're not both the same...!

Maybe corrosion resistance is more valued on the lower rad, due to crap getting flung towards it from the front tyre?

Also, IIRC, the lower rad has copper fins, whereas the upper seems to be constructed differently so possibly different materials too?

Pretty sure the lower is all ali. It certainly seems silvery when the paint and fins flake....

Be VERY careful if you try to take the fan off. When the rad looks like that, you often find the brackets are returning to nature and are corroded and splitting. The fan shroud retaining bolts often get corroded into the brackets, and the just rip off. Been there, done that, even holding the bracket to try and minimise the load on it. Bottom rads seem to be fairly common on eBay, you might find a healthier one. I got a belter just over a year ago for not very much, and it was near mint.
